Dr. Julie E. Mehan, Ph.D. Executive Vice President / Co-Founder, Hatha Systems, LLC
Dr. Mehan is the Executive Vice President and co-founder of Hatha Systems, a woman-owned, 8a Company focusing on secure, assured software modernization and security services. She leads the business operations, as well as the information assurance-related services, including certification and accreditation (DIACAP and NIST), systems security engineering process improvement, and information assurance strategic planning and program management.
Prior to co-founding Hatha Systems, Dr. Mehan was a Senior Associate at Booz Allen Hamilton and the Program Manager delivering information assurance and security-related privacy services to senior Department of Defense clients, such as the Department of the Navy Chief Information Officer, Office of the Assistant Secretary of Defense for Networks & Information Integration, and the National Security Agency. In this role, she led a staff of over 60 personnel to develop and deliver policy, strategy, analysis, and planning support and brought over 15 years of specific experience in information systems security design, development, and implementation and over 25 years of professional experience in information assurance, information operations, and intelligence operations to the task.
Prior to joining Booz Allen, Dr. Mehan was Director for international corporate information protection services for Electronic Warfare Associates (EWA). She led the establishment of a corporate partnership and subsidiary in Italy, and supported company branches in Australia and Canada focusing on security infrastructure protection services to the overseas market. She served on the President's Partnership for Critical Information Security, Task Force on Interdependency and Vulnerability Assessments. Until January 2000, Dr. Mehan spent 26 years in the U.S. Government Service, lastly developing, designing, and leading the Department of the Army’s Information Operations Vulnerability Assessment and Red Team Division (IOVAD). In this capacity, she planned and executed multiple International, Joint, and Army deployments, providing both real world and exercise support.
Dr. Mehan is an active participant in the development of system security engineering professional certification criteria and a voting Board Member for the International Systems Security Professional Certification System development and chair of the International Systems Security Engineers Association’s Systems Certification Working Group. Dr. Mehan also serves as an Associate Professor for the University of Maryland University College, specializing in courses in Information Technology and Organizational Structure and Ethics in Information Technology.
Dr. Mehan graduated Summa Cum Laude with a Ph.D. from Capella University in Organization and Management, focused on research into the challenges facing Chief Security Officers in large government and commercial organizations and development of a dynamic model of Chief Security Officer leadership. She holds a Master of Arts with Honors in International Relations and Law from Boston University and a Bachelor of Science degree in History and Languages from the University of New York. Dr. Mehan was selected the 2003 Woman of Distinction by the Women of Greater Washington, and is a member of the Information Assurance Technical Forum (IATF), the International Association of Privacy Professionals (IAPP), and the Information Systems Security Association (ISSA). She has published numerous articles including Framework for Reasoning About Security – A Comparison of the Concepts of Immunology and Security; System Dynamics, Criminal Behavior Theory and Computer-Enabled Crime; The Value of Information-Based Warfare To Affect Adversary Decision Cycles; and Information Operations in Kosovo: Mistakes, Misteps, and Missed Opportunities, released in Cyberwar 4.0. Dr. Mehan has native fluency in German and conversational French and Italian. She has a current Top Secret Clearance with a Special Background Investigation and an NSA Polygraph.
